About the Project
The Valpene wind power farm will be Eolus largest onshore wind farm in Latvia, with plans to produce up to 800 GWh annually, significantly contributing to Latvia’s energy independence.
Project Development Timeline:
- On December 2, 2024, the State Environmental Service issued a positive opinion on the Environmental Impact Assessment (EIA) report for the Valpene Wind Farm. See here.
- On November 11, 2024, the Ministry of Environmental Protection and Regional Development (VARAM) approved the local spatial planning for the wind farm’s construction.
- In September 2024, two meteorological masts were installed in Valpene to measure wind speed and direction.
- In September 2024, two wind measurement masts were installed in the Valpene Wind Park research area and commissioned in October.
- On August 29, 2024, the Talsi Municipality Council issued binding regulation No. 21, covering the local spatial planning for the Valpene Wind Farm, including land use and construction regulations, as well as the graphical section. See here.
- In February 2024, a public consultation happened for the Environmental Impact Assessment and local spatial planning.
- In January 2024, the Latvian Investment and Development Agency granted the project the “green corridor” status.
- In November 2023, a SODAR wind measurement system was installed in the territory.
- In October and November 2023, two working group meetings were held to discuss the wind farm’s environmental impact and its effects on public health and safety.
- In June 2022, the Talsi Municipality Council decided to begin drafting the local spatial plan. See here.

Currently, work is ongoing on developing the hybrid park concept and the connection to the high-voltage grid.
